By purchasing a consumer service from Countervail LLC or submitting a client intake, you agree to the terms below. Please read them — they define what these services are, what they are not, and how we protect the people involved.
1. Who we are
Countervail LLC is a veteran-owned, Washington State licensed, bonded, and insured private investigation agency (PI License #26010541; Agency License #DOR00035092; UBI 606107463). “We,” “us,” and “Countervail” refer to Countervail LLC. “You” and “client” refer to the individual purchasing a service.
2. What these services are — and are not
Our consumer services (Scam & Identity Check, Personal Digital Exposure Assessment, OSINT Background Check, and Under Attack — Scam & Fraud Rapid Response) are performed using public-source open-source intelligence (OSINT) and, where noted, publicly available breach data. They are informational, for your personal safety. They are not consumer reports, criminal-record checks, or credit checks, and they are not governed by the Fair Credit Reporting Act (FCRA). Findings may not be used for any FCRA purpose, including employment, tenancy, or credit decisions.
3. Permitted purpose
You may request these services only for your own personal safety in a prospective or existing personal relationship or situation. You may not use them to locate, monitor, surveil, harass, or pursue any person, or to make employment, tenant, or credit decisions. By ordering, you confirm your purpose is lawful and consistent with this section.
4. Protecting minors and at-risk people (important)
If, during our work, we determine that the person you have asked us to review is a minor (under 18), or appears to be a victim of stalking, harassment, domestic abuse, or similar targeting — including where you appear to be the source of that targeting — we will not provide you with that person’s identity, contact, or location information. You will receive a safety-oriented notice only, and the fee is non-refundable. Where findings suggest a crime against a child or an imminent threat to someone’s safety, we will preserve records and may report to the appropriate authorities (including the NCMEC CyberTipline and/or law enforcement), consistent with our legal and ethical obligations.
5. No guaranteed outcome
Findings depend on what is lawfully available from public sources and may be incomplete. We separate confirmed fact from inference and note our confidence, but we do not guarantee identification, recovery of funds, a particular result, or that a person or situation is safe. Our services are guidance and information, not legal, financial, or law-enforcement action.
6. Scope, turnaround, and your responsibilities
Each service is fixed-scope, as described on the Packages page (subject, identifiers, deliverables, and turnaround). Work that exceeds the stated scope will be quoted separately before we proceed. You are responsible for providing accurate, lawful information and for how you use our findings.
7. Payment and refunds
Payment is due at booking and processed securely through Stripe. Because our work begins promptly and cannot be un-performed, fees are non-refundable once work has begun, and are non-refundable in the protected-person situations described in Section 4. If we determine before starting that we cannot perform a service, we will refund it.
8. Confidentiality and data handling
We treat your information and our findings as confidential and use them only to perform your service, except where disclosure is required by law or permitted under Section 4. We collect only what we need and retain it no longer than necessary.
9. Acceptance and governing law
By purchasing a service or submitting an intake, you acknowledge that you have read, understood, and agreed to this Agreement. It is governed by the laws of the State of Washington. Questions: contact@countervailintelligence.com.
